I go up and down that road every day on my way to work and I think exactly the same I keep exactly to the limit whatever it is at the time (There are big signs lit up overhead BTW) yet people pass me all the time. The limits are very tight as well i heard that people are getting tickets for being only a few MPH over the limit. I'm not 100% sure on this but I think it's because they are measured distance between cameras.
